I don't have a Top 3, but Amanda Harrison - Australia's first Elphaba - has the most amazing cackle. She uses it during the Catfight, and in Popular (Melbourne has, hands down, the best "Toss-Toss" - Lucy adds a little laugh to it, which makes it hilarious).
So, yeah... I'm just in love with Amanda's witch laugh.

I agree with that totally!  Except in German it's "voosh, voosh". LOL! She really just aces that! I love her version of Popular! 'Specially the one that is on youtube! Ok anyways, I don't remember CC's cackle........ugh and it is really eating at me. Anyone have a good youtube link of her laugh I can go to?
Other then that, I think Shoshana Bean had the best witch cackle hands down. I don't care for her performance of Elphaba overall, but I thought that this was really where she excelled. I have not heard anyone else who can get as close as she can to Margaret Hamilton's iconic cackle.

Sho couldn't act to save her life, and though her vocals were CRAZY good, they were very out of character.
Idina easily had the best laugh.
