No, you're right -- there has never been a production of the stage show in France. The closest we have are the French dubs of the 2004 movie (for some reason, they made two), and the performance of "All I Ask of You" by Gina Beck and Simon Bailey on the grand staircase of the Palais Garnier in 2008.

As to why the musical has never been performed in France... From what I've heard, copyright law works differently in France, and so Gaston Leroux's novel is still under copyright there even though it's in the public domain pretty much everywhere else. Thus, adaptations have a few more legal hoops to jump through in order to be produced there. I'm sure ALW could do it if he wanted to, but for whatever reason, has decided against it. If I'm wrong on any part of this, though, please do let me know.
:D

Indeed! At Théatre Mogador, which put on productions of Les Misérables and other international hits in past years (and is pretty close to the Palais Garnier, as well)! No cast has been announced yet -- apparently, auditions have been going on -- but hopefully, they'll get a good group together and have a cast recording, as well!

Double-posting, but I hope you can all forgive me. So, back in July, a (mostly) full cast list was released -- they're holding off on announcing who will play the Phantom, though rumors state that it will be Gardar Thor Cortes (who previously played Raoul in the West End production, Passarino in the 25th anniversary concert, and the Phantom in the German production of Love Never Dies). The rest of the cast is as follows, according to this site:

Christine: Sierra Boggess (Alternate: Anne-Marine Suire)
Raoul: Bastien Jacquemart
Madame Giry: Christine Tocci
Carlotta: Serenad
Piangi: Patricio Paxton
Firmin: Wim Van Den Driessche
Andre: Jacques Rebaldi
Meg: Emmanuelle Gueulin

Gardar Thor Cortes was announced as the Phantom according to this article here :http://www.playbill.com/article/love-never-dies-star-joins-sierra-boggess-for-paris-phantom, however the whole casting is now speculative due to a fire that broke out in the Mogrador Theatre causing significant damage to the stage and sets for the show. Since severa weeks ago it has been announced that the show has been postponed for at least the remainder of the year. From what I've read most actors (such as Sierra Boggess) had limited contracts with the show. It may be that all cast members stay, but it could also be that the production may recast principals etc. due to contract issues.
