Someone I know asked me about how in the world the actor playing The Phantom gets on this. My impression is that the proscenium arch is just slightly smaller than the proscenium of the Her Majesty, and that there is some kind of scaffolding rigged so that the actor can get to it. Once there he attaches himself to some kind of safety unit and waits for the descent.

Seems about right. The proscenium is a "false" one, built outside the existing proscenium. There is a catwalk on top where the Phantom can move freely around, as he do in "Il Muto". From that same catwalk he can step into a "black box which place him directly on the golden angel (not Apollo's lyre, only Japan has that, and it's placed on the actual stage).

A safety wire is attached around the waist of the actor, and the golden angel is lowered just before Christine and Raoul comes running up the stairs to the rooftop set. It is further lowered when they leave after AIAOY, going down the same stairs. The Phantom sings "I gave you my music", and by the end of the song the golden angel is raised to its original position. The Phantom disappears because he is taken directly into the black box (some have black curtains which are closed in front).

If the golden angel is not in its original position in time, they won't drop the chandelier. It happens, but luckily not very often.
