Not very rare stuff. I think it's once on youtube but couldn't find it now, so I uploaded it.

Good question! The only information is a cast list under the videos:

1999, London. John Owen Jones, Hal Fowler, Gunilla Backman, Joanna Mays, Stephen Matthews (u/s), Amanda Salmon, Rebecca Vere, Tom Lucas, David Malek, James Buckley, Georgina Leonidas

but I guess they don't know the details. Maybe somebody here has some ideas??

For those who might be interested, it appears there's also a more or less complete performance of the original Broadway cast of Phantom of the Opera from 1988 on YouTube, with Michael Crawford and Sarah Brightman. Picture quality isn't the best but it's got great audio, and it's really interesting to hear the audience applauding the *sets*:

If that is the correct cast list, then:
Valjean: John Owen-Jones
Javert: Hal Fowler
Fantine: Gunilla Backman
Thenardier: Stephen Matthews (u/s)
Mme Thenardier: Joanna Mays
Marius: Tom Lucas
Cosette: Rebecca Vere
Eponine: Amanda Salmon
Enjolras: David Malek
Gavroche: James Buckley
Young Cosette: Georgina Leonidas

I'm fairly sure that's not Hal Fowler as Javert though. It looks like John Stacey to me, who was the second understudy.

Thanks for having worked on this.

I also did a bit text and graphic search and match, and have found that list was not correct for some actors.

Here is my matching:

John Owen Jones (Valjean),
John Stacey not Hal Fowler (Javert u/s),
Gunilla Backman (Fantine),
Probably Mark Powell not David Malek (Enjolras u/s),
Jane Horn (Eponine u/s),
Tom Lucas (Marius u/s? but the best among the cast in this performance, IMO)
Rebecca Vere (Cossette)
Cameron Blakely (Thenardier, currently playing the same role at Queen's, so someone here should drag him here to testify, LOL),
and the most unsure one: Joanna Mays (*Mrs Thenardier)?
James Buckley (Gavroche),
Georgina Leonidas (Little Cosette)

* This has made me think again of the necessity/philosophy of over-disfigurementing of bad characters. IMO, it was cheap characterisation at the best, and bad characterisation at worst. But the actors who have played the couple were/are not to blame.
