"Standard procedure" is pushing it, but it is a bit more common to do nowadays as something to increase the film's notoriety and thus box office gross (musicals not generally having much of a draw financially).

Sondheim clarified those comments in a statement... I'm feeling better about this. And hey, even if the film is terrible, at least we still have the filmed stage production. (Same thing I said before the Sweeney Todd movie... so yeah.)
