Ummm... is Starlight Express meant to be one of the options?
I think it depends a lot on what you like in a musical. Footloose is a pretty conventional song-and-dance thing, Starlight is a very good teaser for the full show over in Bochum, Germany - plenty of spectacle and the cast do wonders with a gutted script, half-set, and manky old costumes. 42nd Street is a classic.
So really, take your pick! I think if you can only see one, and they're all tours, I'd go for 42nd Street personally. And start saving for the airfare to Dusseldorf to see the 'real' Starlight production.
