I'm not sure if the lyrics can be neatly divided into those by Charles Hart and those by Richard Stilgoe. But if they can, does anybody know who wrote which?

I think it's generally thought that Stilgoe's lyrics are the funny ones-the Managers' songs, Carlotta's rants. Hart has a more romantic way with words. There are bits of Stilgoe mingled with the Hart lyrics. They make interesting comments about this on the second DVD of the movie set. Neither really know whose words are whose.
