Where can I find a detailed synopsis for this musical/ operetta? Is the musical an actual musical, or is it closer to being an opera? Is Oh! Kay a good musical? Has a movie version of Oh! Kay ever been released?

To my knowledge, Oh, Kay! is a typically frothy 1920s Gershwin musical comedy. The original production featured Gertrude Lawrence and the songs include Gershwin songbook standards like "Someone to Watch Over Me", "Do Do Do" and "Clap Yo' Hands". Oddly enough, there is a silent film version of the show, while part of the show was recreated for the Gertruce Lawrence biopic, starring Julie Andrews, Star.
