What makes it worse is that it looks like many have tried to rehabilitate it, but they keep getting denied...

The biggest problem is probably a lack of parking nearby - in the 1960's the neighborhood streets were fillled with moviegoers' cars, and the residents remember it. At the time it was built, most of the moviegoers probably walked or came by trolley and then bus, so its small parking lot would have been adequate in the 1930's and 40's, but not after the 1950s.
