I went through the same thing. Here is a list of some awesome MT schools.
1. Oklahoma City University (I am a little biased, however.. Kristen Chenowith, Kelli O'Hara are just a few names that have come from their program.)
*small and inexpensive school
*amazing facilities
*almost all theatre majors get a min. $4000 scholarship each year
*BIG program
*15+ productions a year (4 musicals, 4 operas, 4 straight plays, childrens theatre, 2 dance extravaganzas)
2. PSU (Penn State)
*HUGE school, SMALL program
*approx. 12 to a class
*lots of opportunities to do shows with grad projects/majors
*GREAT dance (Spenc Ford-Former Broadway Dancer)
*they have an apartment in NYC for MT majors to go up and use
*great people-very nice and welcoming-family like.
3. NYU (Cap21)
*Nothing beats living in NYC
*Great connections
*Good program if you want to improve on dancing more than singing
4. Florida State
*strong dance
*big school, small program (10 in a class)
*decent amount of performance opportunities
5.Carnegie Mellon
*small school, very small class
6. Syracuse
7. CCM - I'm not a fan, but they put out a lot of good chorus people each year.

University of Michigan is also a great school. Alex Gemignani, Celia Keenan-Bolger and Hunter Foster are just some of the names I remember, but there are tons more on Broadway.

Also, places like Otterbein College (OH), University of Miami (FL), Webster University (MO), Roosevelt University (IL), Boston Conservatory (MA), University of Oklahoma (OK), CCM (OH), and Baldwin Wallace (OH) are also really good MT schools.
What you need to do is research all the schools, find out which ones fit your requirements (find at least five), then spend your whole senior year auditioning everywhere.

CCM, UMich, Carnegie Mellon, Boston Conservatory, NYU (Tisch), Ithaca, Syracuse, and Penn State all have great great MT programs that are definitely worth looking into.

I couldn't find anything about out-of-state tuition on the site; do you know?
