Is Madam Morrible supposed to be a re-incarnation of Sheridan's character Miss Malaprop from his restoration comedy The Rivals?

I'm seeing here in partuicular their language! Hoiw they just make up half of what they are saying?

The making up of language is a very popular concept through the whole musical. Especially with Galinda. I think it is supposed to make it more of a different world.
But, still, you had an interesting idea.
