A bit of both. Liesl and Rolf think that their relationship is Serious Business. Of course, because they are both young and experiencing love for the first time, they come off as somewhat flirty and silly. But the scene won't work if Rolf and Liesl don't believe that the relationship is grown up and dead serious. Yes, they are smitten for each other and having a grand old time flirting and whatnot, but the characters think they're grown up so you need to play it that way.
Does that make any sense? When I did the scene (as Liesl) I did the love-struck, completely smitten thing, but the whole time I kept in mind that Liesl REALLY thinks that she's part of this very adult, serious relationship with Rolf. If you don't play the character as though he thinks he's grown up, the scenes later on (once Rolf turns Nazi) don't have as much impact - because the audience will just think "oh well, it was just a silly flirty thing anyway".
