In which song are the lyrics: "Time up time up, penalty penalty"??

That's a bit of Control dialogue - it's recorded on the Original London Cast as an introduction to "He Whistled At Me". But it's not part of the song as such.

The context is that the engines have all just chosen their racing partners. Rusty's entered for heat 2, but doesn't get a partner in time in all the confusion. So he then asks Pearl to race with him - and she sings the song to describe her dream train.
