What do these mean?

1) ...when you meet a mug, lately out of the jug, and he's still lifting "platinum folderol."

2) ...and when it comes to sinning, you guys are "high up among the paint cards."

The first 'translates' as: When you meet someone (usually kind of ugly) who's just gotten out of jail, and he's still stealing platinum trinkets (expensive jewelry).

As for the second, I don't remember ever hearing that line, but I should imagine that it refers to the higher-value cards, namely king, queen, and jack, which have more color to them than the lower-value cards (ace through ten).
