Fay Apple: badly drawn character?

I'll admit my knowledge of 'Anyone Can Whistle' is limited. I've heard the concert CD, and that's it. Fay Apple struck me as badly written and annoying. Perhaps someone who knows more about the show can explain her to me? Or, does anyone agree with me? Or maybe she's *supposed* to be annoying?

She starts off boldly challenging the entire town, coming off as pretty arrogant but basically strong, not afraid to rebel. Then she switches to (lamely) wanting a male hero to come and save the situation, even though she could be getting on with saving it herself. After awhile, she does just that, dressing up as a Frenchwoman and getting all outrageous and flirty. But then, immediately after, she starts whining about her inability to 'let go'?! OK, I can accept that it was only in the disguise that she felt free enough to act weird. But still. She had the audacity to put the costume on in the first place, and to stand up to all her fellow townspeople before that. Where's the evidence of repression? Apart from her weird need for a male hero... and she's appealing to him to *solve* her repression, anyway. Ew.
