According to a friend of mine who is from Vietnam, the lyrics doesn't make make sense. First of the Vietnamese language doesn't contain the letter J according to her, I think one of the words sounded like something, but when she read them she said they were all rubbish.

According to our production manager, who spent a day and a half Googling to try and find out the meaning, it doesn't mean anything. There's an urban myth that it was made up from words on the menu at a Vietnamese restaurant, but I'm not sure of the complete truth of that!

If I recall correctly Alain Boublil claims to have travelled around Vietnam asking people for something that would be sung at a traditional wedding, but he got various different answers and this was the best he could make of it all.
It could have been better researched, but hey, it's pretty, which is probably what they wanted. You could take it a stage further and say it's knowing irony - seeing as the whole show is about cultural misunderstandings, to have the French writers misquoting a supposedly Vietnamese lyric fits in rather well.
