I heard this on the news last night...it's horrifying...but I can't help comparing it to the Judge Turpin/Johanna story in Sweeney Todd...perhaps the same thing would've happened had the Judge had his way...

Yes. This is definetely a terrible story. According to what I've heard, the younger children never saw the light of day until when they were rescued.
