Thats a pretty broud question. Especially if your going to talk about tone quality. Since there are so many styles and techniques out there. Because a strict blues singer wouldnt have a tonal quality by the standards of Opera. If you are going with the basics, minus tonal quality, I think a solid sense of pitch is key. Somone that can use emotion when singing. And for musical theatre I think a good singer Should be versatile. Of course this is all IMO.

1. A solid understanding of your intrument
2. Tremendous respect for your instrument
3. Practice/Experience
4. Lyrical Interpretation
5. An ability to draw an audience inside your interpretation of the lyrics and music.
6. Diversity/colour
7. Humility (putting the song first and the diva second)

Great (not perfect) technique combined with great interpretation.
What is defined as technique, you may ask? That has filled millions of books from centuries ago to today. Not I (or anyone else) can define it accurately or briefly.
And interpretation? I myself would define it as singing a piece for a particular reason. Are you singing out of joy? Out of despair? Because you are angry and want to hurt someone? That comes out in the song, comes out even in the intensity with which you hit your consonants.
